You've heard of where's the beef? Where's the chicken?

I'm getting tired of seeing store ads from Safeway regarding products that are supposed to be on sale. This week its the split chicken breasts(at the great price of 97 cents). Unfortunately, you go to the store and guess what, no split chicken breasts. Then, you find out that the store doesn't give rain checks on meat anymore. So why the ad? The manager says good luck with that. We rarely see any supply. It almost seems as though this is some form of gimmick and misrepresentation to get customers to flock to the store only to find no product.
