Can’t get my money out

Hadn’t used my account for some time due to poor service and logged back in today and noticed a credit in there - I had made a payment to the account a year ago and forgotten about it. Tried transferring it out, won’t let me. Waited 2.5 hours on hold on the phone and still no answer and now it’s just dead air. How can a bank be this bad at their most basic functions?!
